CFTC Chairman Michael Selig said on 3 November 2026 that perpetual futures on individual equity securities can begin trading for the first time on CFTC-registered exchanges, after the contracts were deemed approved under Commission Regulation 40.3 as security futures products. The statement named no exchange or contracts, and it does not change anything for Hyperliquid, whose terms still restrict US persons.
